Tuesday, November 11th, 2008Kansas has backed into a legal paradox. Under state law, “state-owned” casinos won’t be casinos at all. The slot machines, craps and other games will be “lottery facility games” operated by the Kansas Lottery. The word “casino” doesn’t appear once in the law’s fine print.
